Station 7543 (TLRS-1) Revised Eccentricities and Range Bias

Below is a set of revised eccentricities and range bias information
for TLRS-1 at station 7543, Noto, Sicily.

Epoch: July 19, 1993

TLRS-1 range bias is +44 range bias for quicklook data only.
(i.e. onsite sampled data or onsite CSTG normal points)
However, the fullrate data (i.e. MERIT II fullrate and MERIT II
normal points) was already corrected for this bias problem.
